Troubleshooting Common Cloud IaC Errors, API Rate Limits & Deadlocks

When cloud deployments fail, error messages can be cryptic. A field-tested diagnostic handbook to debug cyclic graph loops, resolve cloud provider rate throttling, and untangle race conditions.

1. Error: Cyclic Dependency Deadlock

A cyclic dependency occurs when Resource A requires an output from Resource B, which in turn requires an output from Resource A. Because a Directed Acyclic Graph cannot have circular loops, the compiler halts before any API calls are made:

Error: Cycle: aws_security_group.app_sg, aws_security_group.db_sg, aws_security_group.app_sg
🛠️
How to Fix Decouple mutual references by creating independent security group rule resources (e.g. aws_security_group_rule) rather than defining circular inline ingress blocks within both security group declarations.

To diagnose cycles in TellIaC, render the dependency graph directly in your terminal:

telliac graph --format ascii

2. Error: Cloud Provider API Rate Limiting (HTTP 429)

When executing large deployments across hundreds of resources, cloud provider control planes (such as AWS EC2 or Azure Resource Manager) will throttle your requests with RequestLimitExceeded or HTTP 429 Too Many Requests.

Proven Solutions:

  • Configure Exponential Backoff with Jitter: Ensure your provider driver incorporates randomized delays between retries to avoid "thundering herd" bottlenecks.
  • Reduce Execution Concurrency: In Terraform, constrain parallel execution with -parallelism=5 (down from the default of 10). In TellIaC, batch operations via separate environment scopes.

3. Error: IAM Eventual Consistency Race Conditions

When an IAM role or policy attachment is created, cloud providers (especially AWS IAM) replicate the new authorization data across global regions asynchronously. This can take anywhere from 3 to 15 seconds.

If your IaC tool attempts to assign the role to an EC2 instance or Lambda function milliseconds after creating the role, the API responds with:

InvalidParameterValue: Value (arn:aws:iam::123456789012:role/app_role) for parameter iamInstanceProfile is invalid. Invalid IAM Instance Profile name.

Resolution: Explicitly declare dependency links using depending on "<role_name>" or introduce a synthetic sleep/wait resource to allow IAM credentials to propagate globally before binding.

4. Error: Subnet IP Address Exhaustion

InsufficientFreeAddressesInSubnet: The specified subnet does not have enough free IP addresses to satisfy the request.

Cloud providers reserve the first 4 and last 1 IP addresses in every subnet for network routing, DNS, and broadcast. For example, a /28 subnet has 16 theoretical addresses, but only 11 are usable.

Resolution: Size production subnets with a minimum CIDR block of /24 (251 usable IPs) or /22 for dense containerized worker pools.
